SHINE provides instructional services to adults to prepare them for the changing workforce, encourages them to participate as active members of their community, and empowers them in their own learning by giving them the tools and strategies to keep developing skills on their own.

Multi-level English classes and citizenship support help new neighbors take part fully in the community.

Founded in 2012, SHINE serves ten localities across the central Shenandoah Valley region of Virginia, reaching learners through five member programs and a network of community partners.
